I got my MT125 titled through Vermont. Have yet to transfer that to a Missouri title though. As far as I know, the process for titling/registering a dirtbike for street use is as follows: - Install light kit, mirror & horn to meet DOT requirements (
dual filament headlight and a tail light, working brake light, horn, and at least a left hand mirror)
- Have bike inspected at Highway Patrol, have them fill out Form 551 or "DOR-551" (available from the DOR)
- Have bike inspected at Vehicle Inspection Station
- Take form from Highway Patrol, Safety Inspection, Application for title (if the bike isn't currently titled in your name you'll need the title or MSO), Insurance info, in to DMV
Where it gets tricky is if you bought the bike WITHOUT an MO title... THAT is a REAL headache to deal with.

After talking with Tim at coffee this evening I re-read the inspection requirements for Missouri... They can be found here: www.mshp.dps.missouri.gov/MSHPWeb/PatrolDivisions/MVI/documents/MVIRegulationsManual.pdfEssentially the requirements are headlight, tail light, brakes, DOT tires, horn, (doesn't specifically state a requirement for mirrors). Turn signals are not required, neither is a dual filament headlight. However, if they are fitted, they must be functioning correctly.

Assuming the bike has a title, what's to prevent one from fitting the aforementioned road tackle, passing a normal inspection and taking said inspection, along with proof of insurance, to the Dept. of Revenue and getting a plate? How would the Dept. of Revenue personnel know the plate is for a dirt bike and that you needed the special Highway Patrol inspection?

That depends on if the vehicle inspection place will give you an inspection on that bike and what the title itself looks like... From what I've read, the majority of "dirt only" bikes, as in ones that do not come from the factory with DOT approved kits, have some markings on the title and/or frame indicating "intended for off road use only"

That's correct. I've yet to own a KTM though, that had the offroad stamp on it, just fyi..
Only ever tell the DMV what they specifically ask you, period!

VIN's were standardized worldwide as 17 characters starting in 1981. My understanding is many motorcycle manufacturers use a 15 or 16 character VIN on their "off-road only" vehicles so they'll get flagged at the DMV. As Brad points out, KTM seems to defy this convention, as I've read about many of their 2-stroke models having 17 character VIN's and subsequently getting tags issued for them (a no-no since 1992 I believe). I also think the contract license offices aren't always cognizant of, or aren't as concerned about, minutiae like this. They only get paid for paperwork that they process, not the ones they turn away.
