Vinager works good, as soon as you drain the vinager, cost the inside with a bottle of 2 cycle oil.

Vinegar + time soaking, takes you from this... to this: Use the cheapest vinegar you can find. Fill and let sit. After a couple of days, filter it through cloth and then fill the tank again. Repeat till the tank is clean then rinse with a mixture of baking soda and water to neutralize the acid. Then rinse / coat the tank with 2T oil as Josh said. Worked for me with the results posted above.
