Here's the process I've used for obtaining legal paperwork on my 1974 Honda MT125.
You see all the time on CL etc "no title but you can get one real easy". I personally have contacted multiple sellers to find out what they mean by this but they never give a clear answer. This method has worked for me in this particular instance so I'll outline it here.
1. Police VIN search: call the Highway Patrol, tell them you're looking at a bike that has no title, ask them to run a search on the VIN. If they won't do it then call Greene County Sheriff. They'll usually do it no-hassles. This will show if it's been reported stolen.
NOTE THE AMMENDMENT ABOVE... Very important as you will see when reading comments below
2. DMV VIN search: call the DMV in Jefferson City, (573-751-4300) have them run a title search on the VIN. If there's been no activity on that VIN for 7 years (title transfer, registration, etc) they will have purged the record from the system. If they show no record of the VIN then you're good to go in obtaining a new title in your name. The other possibility is that they DO show a title in which case you'll have to go through the process of contacting the last named title holder and getting them to file for a duplicate title that can be signed over to you.
3. If the bike in question is over 300cc you will need a VIN inspection to confirm the VIN number.
4. Out of state titling: This can be a little scary because the way I went I had to assign Power of Attorney over to a 3rd party. I went through a guy at www.motorecyclenow.com/title-service.html his name is Justin Joy, he was great to work with and the process was simple. You basically send him a copy of a bill of sale (available on his website) a limited POA (I modified mine to limit the time that he has POA on the bike as well as listing the specific VIN number), and the fees for his service. He then files and you get out of state proof of registration which you can take to MO DMV and change into a clear MO title.
I looked into things further and believe I have found a way to cut out the middle man.
As far as I have been able to determine, the forms used for this process with the VT DMV are here:

With either the motorecyclenow service or doing it yourself you wind up with license plates and 12 months of registration from the state of VT, so with insurance you can ride on the VT plates that you get in the mail. Naturally you're required to transfer that to a MO title and registration within the normal DMV time limits or face penalties.
As I said, this worked for me, I got my papers, plates, and stickers with no hassles at all. Have not yet completed my build so I haven't converted to a MO title but the motorecyclenow service is guaranteed and the MO DMV website shows that out of state proof of registration is accepted in lieu of title when transferring into MO. dor.mo.gov/motorv/titling.php
