I believe I may have solved part of the problem. When looking closely at the carb rack I realized that the #4 choke port was not closing down all the way under spring pressure from the return spring on the lever. Wound up bending the actuator slightly to match the bend in the other ones (the one on #4 was dead straight, all the others have a slight bend towards the carb body which helps force the plunger closed), as well as greasing the shafts with a dab of silicone grease. Now the choke snaps back closed without a problem. Kinda hard to photograph but this was prior to adjusting the choke linkage. I'm thinking that the small amount of opening there could potentially have lifted the slide & needle slightly on #4, causing it to run rich and also causing the carbs to be out of sync. Finishing up cleaning the bowls and then bench setting the carbs tonight hopefully.

The bars are a big improvement. Doesn't the lip of the pod boot on those cover the air hole on the carb bell?
